What to allow for on a balcony
Laminated board in direct sun fades across the front over time, and on an enclosed balcony where laundry dries the edging takes up moisture and swells. Furniture like this is not intended for an open balcony at all. On an enclosed one it should stand away from the window and the drying rack, and then it lasts.
A wall cupboard is held by whatever is inside the wall behind it, not by what its product page says. Plasterboard alone carries nothing, and there you need a butterfly anchor or a screw into the metal stud behind the sheet. Find the stud with a magnet. In concrete an ordinary plug does the job and weight stops being a question.
